Third Actors are occasionally called upon – as recognized advocates for renewable energy – to help mobilize community support for a particular solar project, such as this Elm Street Solar Project (Hickory Hill) west of the hamlet of Essex off Lake Champlain.
- 3.9MW community solar project
- 22 acres of panels/26.5 acres limit of construction
- site address: 23 Elm Street, Essex, New York

Community Power Group recommends that solar advocates keep up with the Special Use Permit Public Hearing(s) of the Town of Essex Planning Board at the Town Hall – https://www.essexnewyork.com/town-hall.
There was a strong turnout of supporters at the meeting in January and Christopher Hoy of Third Act delivered thoughtful and well-prepared public comments. A core mission of Third Act Upstate New York is to advocate for policies and programs that accelerate solar energy generation and battery storage systems. This is often in collaboration with the New York Solar Energy Industries Association (NYSEIA).
Community Power Group https://communitypowergroup.com/who-we-are/ works with municipalities, landowners, local businesses, and utilities with the development, financing and long term management of solar projects.
Note of interest: Former Governor Pataki owns a multi-million dollar house on the abutting property to the Hickory Hill solar project. Pataki recently wrote an op-ed in opposition to large solar projects within the Adirondack Park. Pataki is reportedly not opposed to solar projects in general, just those within the Park. This letter in response to Pataki’s op-ed is worth the read.
